Leadership Team

S. Michael McColloch

Michael has followed a logical and rather broad path to his present position and his vast experience in the legal profession has prepared him well. After showing early grit, persistence, and creative defense strategies, Michael parlayed his excellent reputation into even more acclaim as he successfully helped corporate officers navigate through complex cases commenced by powerful institutions including the Department of Justice, the Securities and Exchange Commission, the Federal Trade Commission, the National Transportation Safety Board (NTSB), the Drug Enforcement Agency (DEA), and the Environmental Protection Agency. His work ethic and deft legal strategies have allowed him to successfully challenge these institutions at the highest levels of our state and federal court system – even the U.S. Supreme Court. Finally, Michael has been a model community leader by chairing a Blue Ribbon Task Force to help inform the Dallas City Council in their reorganization of the City of Dallas municipal court system and by serving the Highland Park Presbyterian Church as an ordained elder.

Miles Koon

Miles is known for his hands-on approach toward customer relations, and this meshes well with Harbinger’s focus on client relationships. With many years of experience in the communications industry, Miles, and his wife Debbie, founded Nouveau Technology Services over twenty years ago. Nouveau has since expanded into commercial construction, and is a leader in the communications and construction industry. A “Customer’s Interest First” philosophy has spearheaded this growth, and built Nouveau’s excellent reputation for customer service. This type of thinking has helped bring a clear vision of such client issues to Harbinger. Miles has experience with all facets of corporate operations as well as an acute sensitivity to providing value and helping client executives maintain fiscal responsibility. Harbinger is extremely proud of its superb reputation for customer service, to which Miles has greatly contributed.

Karen Cook

Discussion of business issues today consistently includes the significance of regulation and compliance. Fortunately, Harbinger relies on Karen to lead them and their clients through the treacherous waters of regulation as well as enforcement, investigation, and litigation. Karen started her career as an SEC enforcement attorney with extensive experience in cases involving fraud, broker-dealer violations, accounting irregularities, and reporting violations. Later, with a large investment operation, she advised the Board of Directors and affiliates’ senior management on legal and regulatory affairs. That firm was able to avoid any regulatory disciplinary action against it or any of its employees.

Eventually, in private practice, Karen has represented international as well as domestic entities, witnesses, senior officials, and whistleblowers in a variety of different investigations and criminal, civil, and regulatory cases. Her experience in a highly-regulated environment has made her invaluable to Harbinger’s organization and its clientele.

R. Lance Fogarty, CISSP, CCE

For his part, Lance adds an impressive 30 years of experience in Information Technology, Data Center Design and Management, Ethical Hacking, Computer Forensics, and eDiscovery to the effective Harbinger team chemistry. He cut his corporate teeth at some of Dallas’ most well-known companies including NEC, TGI Friday’s, Brierley & Partners, Power Data Services, and Pearle Vision. As an IT Director, Director of Network Services, and Computer Forensic Expert, Lance has had deep responsibilities in the areas of personal, network, computer, and internet security. He also has corporate experience in network, systems, database design, and development, as well as pioneering development of many of the current best practices in Computer Forensics and eDiscovery. Lance continues to use his extensive technical background to maintain a close working relationship in all areas of the Harbinger operation.
